Construction Updates April ‘24

Soil Transfer Operations: The Arverne East site commenced importing soil from a site located at Beach 41st Street.   The soil will be used to protect the development portion of the Arverne East site between Beach 32nd and Beach 41st against sea surge, bay surge, and groundwater flooding by elevating portions of the development area from three to eight feet above the existing elevation, exceeding the level of the last catastrophic storm and current New York City requirements.  The development team received approval from the Mayor’s Office of Environmental Remediation (OEM) through the NYC Clean Soil Bank program to truck the soil to the receiving site, Arverne East, and stockpile it within the fenced boundary between Beach 41st and 38th Street on Edgemere Avenue. The operation will take up to four months, and the trucks will operate from Monday through Friday, 7 am to 3 pm. All applicable permits and approvals are in place. The standard best management practices for dust control and an approved Stormwater Pollution Prevention Plan (SWPPP) will be implemented. The development team has hired an environmental consultant to oversee all regulatory approvals and movement of the material from one site to another.

Nature Preserve: The Nature Preserve is now to the public. 

Multi-Purpose Building: Our welcome center community room is now open for public use! The online reservation system can be found on the website's landing page. The room can be reserved in up to 4-hour increments between March 2 and October 31 between 7 a.m. and 8 p.m.

Project Site Fence: The development team is working with HPD and other agency partners to secure the entirety of the Arverne East Development site between Edgemere Avenue to the North, the Rockaway Beach Boardwalk to the South, Beach 32nd Street to the East and Beach 38th Street to the West. The site will be fully secured with fencing, and security is anticipated to be further enhanced by installing security cameras throughout the site where possible.

The placement of concrete barriers and chainlink fencing is 90% complete.


Boardwalk Access: Per NYC Parks, The Endangered Species Nesting Area has been fenced off with a string fence at Beach 38 and Beach 57; the shoreline remains open through this stretch and can be accessed from the Boardwalk at Beach 47 and Beach 52, as well as from the east and the west.

Edgemere Avenue Infrastructure Improvements:  The New York City Department of Housing Preservation and Development (HPD) and Arverne East will conduct critical reconstruction work along Edgemere Avenue between Beach 32nd Street and Beach 38th Street to protect the area from the impacts of climate change. Edgemere Avenue between Beach 32nd Street and Beach 41st Street is now closed to accommodate this work and will remain closed for approximately 18 months. Beach 35th Street will remain open to motorists, and the Southside sidewalk will remain open to pedestrians.

Both westbound and eastbound lanes of this portion of Edgemere Avenue will be closed. Motorists are advised to take detours to Rockaway Freeway, Rockaway Beach Boulevard, and Beach Channel Drive during the road closure. Work is being performed at the intersection of Beach 35th Street and Edgemere Avenue; Beach 35th Street will remain open to vehicular traffic.

Variable message signs will be placed at key locations to inform motorists. Communication with local stakeholders will be ongoing as the project progresses. Check the detour map listed below in the News section.

Modifications to pedestrian sidewalk travel routes have been implemented to allow pedestrians to walk along Edgemere between Beach 35th Street and Beach 32nd Street. The installation of the new utilities is ongoing between Beach 32nd and Beach 38th St. This includes the installation of piles.

Beach Green Dunes III: The exterior façade and interior work are ongoing. Delivery trucks will continue to enter and exit the site via Beach 36th Street. Work is expected on Saturdays between 9 a.m. and 5 p.m.  

Public Forum Regarding Temporary Closure of Edgemere Avenue

Temporary Closure of Edgemere Avenue between Beach 32nd Street and Beach 41st Street

On Wednesday, January 17th, 2024 at 6:00 PM a meeting was held regarding a temporary closure of the segment of Edgemere Avenue located between Beach 32nd Street and Beach 41st Street, in the Far Rockaway neighborhood of Queens Community District 14. The temporary closure is for the reconstruction of the roadway and critical utility infrastructure upgrades.

 A Community Reassessment, Impact, and Amelioration (CRIA) Statement has been prepared to analyze the temporary closure of this street segment. The temporary closure is scheduled to last for approximately 18 months.

This work will result in the closure of Edgemere Avenue between Beach 32nd Street and Beach 41st Street starting on Monday, July 24th for approximately 18 months.

Both westbound and eastbound lanes of this portion of Edgemere Avenue will be closed. Motorists are advised to take detours to Rockaway Freeway, Rockaway Beach Boulevard, and Beach Channel Drive during the road closure. See the detour map above.

Variable message signs will be placed at key locations to inform motorists, and flaggers will be posted as needed. Communication with local stakeholders will be on-going as the project progresses.

This reconstruction work is part of the first phase of Arverne East, the city’s first net zero community that will provide 1,650 units of housing, retail, community space, and a public nature preserve.

The reconstruction of the public street includes replacing outdated infrastructure with resilient features. It will add new utilities (including storm and sanitary sewers, water mains, electric and gas), sidewalks, curbs, paving, painting, hydrants, tree plantings, street lighting and the installation of a network of green infrastructure elements including rain gardens and stormwater swales.

Arverne East Phase One Closing

We are pleased to announce that L+M Development Partners, the Bluestone Organization, and Triangle Equities have closed on the financing for the first phase of Arverne East with the New York City Department of Housing Preservation and Development.

The project’s first phase, a 35-acre nature preserve between Beach 44th Street and Beach 56th Place, is designed to restore and promote native ecology. It will also include a new building featuring a welcome center, park ranger office, comfort station, and a community center that will be owned and operated by RISE, a non-profit organization that provides civic engagement and youth development programs.

Rockaway Volunteer Clean-Up Event - Oct 16th

There’s no better way to contribute to a cleaner, healthier community than by volunteering to eliminate waste and debris from the surrounding environment. Organized in collaboration with our community partner, RISE, local volunteers, including youth from FRANC, tackled litter around the perimeter of the future Nature Preserve in Arverne East. Volunteers each received Dwarf Blueberry Shrubs, a plant native to the Rockaways’ shoreline environment, courtesy of RISE. Thank you to all who participated!

Rockaway Brewery owners Ethan Long and Marcus Burnett and Katie Archer from the Arverne East team hosted an afternoon mixer for Arverne and Edgemere community-based organizations on Saturday, October 9th. We welcomed community organizations partnered with the Arverne East project and those serving the surrounding communities, as well as resident groups, Community Board 14, and Council Member Brooks-Powers who addressed the crowd. The event allowed community members to learn about each other’s work, meet the brewery owners, and hear more about the Arverne East project and its anticipated community programming. Thank you to all who attended!

Rockaway Volunteer Clean-Up With RISE - Oct 16th

There’s no better way to contribute to a cleaner, healthier community than by volunteering to eliminate waste and debris from the surrounding environment. Organized in collaboration with our community partner, RISE, volunteers will commemorate the anniversary of Superstorm Sandy by tackling litter around the frontline community of Far Rockaway - specifically, the perimeter of Arverne East.  Join fellow community members as we work to beautify and protect the environment of Arverne.

When: Saturday, October 16th, 12-2pm

In addition to the outdoor clean-up, RISE will be hosting a “Quanantree” plant giveaway of Dwarf Blueberry Shrubs, a plant native to the Rockaways’ shoreline environment, and suitable for planting outdoors on patios, yards, and gardens.  Shrubs will be given out to those who participate in the clean-up on a first-come, first-served basis.

The event is rain or shine and all are welcome to participate. Be prepared to get dirty! Snacks will be provided. Please bring your own water bottle to help eliminate plastic waste.

The Department of Health Queen Neighborhood Response organized a Covid vaccination center at our Arverne View family day on July 31st. Residents also received free t-shirts, athletic shorts, bags and masks.

Our annual family day was back in full swing on Saturday, July 31st. Borough President Donovan Richards, Assembly Member Khaleel Anderson, and staff from Council Member Selvena Brooks-Powers’ office mingled with residents while kids had a day full of activities including a magic show, pony rides, bouncey houses, and arts activities courtesy of Chashama. Special thanks to our tenants’ association, building operations, and security teams, as well as the 101st Precinct for all their hard work in making the day special.

Rockaway Fitness Day with Swim Strong Foundation Fundraiser

Congratulations to Ms. Anna Palmer for organizing a successful first fitness day! The event was jam-packed with activities including yoga, Zumba, adventure guides, basketball, roller skating, and more! Donations were received to help fund the Swim Strong Foundation, an organization that provides swim lessons and water safety training for Rockaway Youth. Swim Strong is also supported by Arverne East partner, the Bluestone Organization.

Participants in summer golf program

Free Golf Program for Rockaway Youth

In partnership with the Arverne East development team, City Parks Foundation will implement a free, summer beginner Golf Program at the Beach 30th playground in Far Rockaway, Queens. The program will be based on City Parks’ Golf program that teaches kids how to play golf and experience the many positive life skills learned by the game. The program will implement fun games and contests and spark an interest in the game and help develop motor skills needed to play golf. The curriculum introduces core values focusing on respect, courtesy, responsibility, honesty, sportsmanship, and confidence. The program is offered twice a week for up to 36 children ages (8 to 17) from July 6 – August 10th and will culminate in a final session at Riis Park.

In early May, the Arverne East project team welcomed Council Member Brooks-Powers to the 31st District. The team toured the development site and gave an overview of the project scope including the preservation of native ecology, access to outdoor recreation areas for community members, and vital infrastructure improvements.

Busy Bee Volunteers

Spotlight on Neighborhood Clean-Up and Stewardship

On Saturday, March 27th, the Arverne East Community Affairs team participated in the Jamaica Bay-Rockaway Parks Conservancy (JBRPC)  Planting and Busy Bee Clean-Up Day with community Board 14 member Mary Dunning, Eric Peterson from NYC Parks Department, Block Association Leader Anne Palmer-Segrit, and the Busy Bees neighborhood youth group. In 2012, JBRPC, a public-private partnership dedicated to improving parkland, was created by Mayor Michael Bloomberg and Secretary of the Interior Ken Salazar to support the unique relationship between the City of New York residents and the National Park Service. The March 27th event was led by the Busy Bees, a group of children between the ages of 5 to 15 who are tasked with the responsibility of cleaning up and maintaining their beachfront neighborhoods in Far Rockaway. Our team joined community members in cleaning polluted empty lots near Arverne East, learned how to plant rare vegetation that only grows in the sand assisting nature in preventing flooding and supports the ecological system.

Mobilization for the Arverne East Nature Preserve began in Mid-April 2021.

General activities include erecting a site fence bordering Edgemere Avenue and Rockaway Beach Boardwalk, between Beach 54th Street and Beach 56th Place, site clearing for removal of non-native vegetation and non-organic materials, and establishing a work site office and security.

Site clearing and on site processing may involve loud machinery. Typical construction hours are expected to be Monday-Saturday, 7am – 6pm.

Please note personal vehicles parked in and adjacent to the site must be moved by Friday April 16, 2021. After April 16, 2021, cars will be removed from the site by NYPD and NYCDOS.
